The European Union has finally confirmed the imposition of anti-dumping duties on imports of stainless steel cold-rolled sheet from China and Taiwan.The Commission has set tariffs of about 25 percent for imports from China and of about 12 percent for Taiwanese product, following a complaint lodged in May 2014 by the European steel producers association, Eurofer. The Commission presented its proposal to EU member states last week and on March 26 put in place the duties, which are provisional pending the outcome of an investigation due to end in September.Eurofer says that China and Taiwan shipped 620 million euros ($680 million) worth of coldrolled stainless steel into the European Union in 2013, some 17 percent of the overall market, and were guilty of dumping, or selling at unfairly low prices.A parallel investigation into alleged illegal subsidies for Chinese producers is also due to end in September. Eurofer is also seeking to prolong existing duties on Chinese imports of wire rod.Total Chinese steel exports rose to a historic peak of 93 million tonnes in 2014, Eurofer said, equivalent to 60 percent of total EU steel consumption. Chinese steel exports to the EU increased to 4.5 million tonnes last year from 1.2 million tonnes in 2009.Eurofer believes the large expansion of China's steel industry does not reflect cost advantages but is based on state-owned enterprises raising capital on preferential terms, as well as other forms of subsidy.It also says China's exports include not just basic products, such as hot-rolled steel, but also highend coated sheets. Eurofer said it was also concerned by a potential export surge from Russian producers due to the lower rouble and depressed local economy. It has urged the Commission to monitor imports closely. Good timing in order to consider the option for 201 quality, with less Ni (and therefore lower and more stable price) while a perfect replacement for 304 in numerous applications.The AISI 201 or UNS S20100 quality is an austenitic stainless with high performance formulated to have a lower and more stable cost due to substitution of nickel (found in the series 300) with a part of manganese.The resulting alloy has behaviour and properties which are comparable to those obtained in the 300 series; this is not the case for the ferritic alloy 430, which has significant differences, and often makes it impossible to replace 304. Properties: The AISI 201 alloy contains about half the amount of nickel containing 304. In order to maintain similar properties to the type 304, in AISI 201 a part of nickel is replaced by manganese. The addition of such mineral and the same content of Chrome allow that the percentage of Nickel is reduced to 4.5 while the austenitic and physical, mechanical properties, weldability and corrosion resistance are maintained. Compared to 430, offers a better weldability and formability, having an even better behavior than 304 in some cases. It also offers exceptional resistance to fluence (lower deformation in long-term deformations). Another great advantage is that the 441 can be considered virtually immune to intergranular corrosion (IGC). The ferritic family tends to be less susceptible to this kind of corrosion, which may occur by soldering. But in the case of 441 is absolute: the presence of carbide formers such as titanium (Ti) and niobium (Nb) links the carbon during welding, preventing its combination with chromium to form chromium carbide. (condition: 5x = Ca Ti or Ti + Nb = 3x Ca) The absence of nickel in the 441, like all ferritics, gives a price below the austenitic range, and a more stable price as it is not influenced by the volatility of Nickel.
